イザナミが祖父、ワクムスヒを父としてトヨウケヒメは生まれます。
トヨウケヒメは天国に住む天女でありました。
天女であったトヨウケヒメは、八人の天女たちと一緒に、水浴びのため丹後半島の中央の山にある池へと舞い降りました。
それを見ていた和奈佐「ワナサ」という老夫婦が、密かに一人の天女の衣装を取り隠しました。
天女たちは、「ワナサ」夫婦に気付き、地上の人間に見られたとして、慌てて天に帰ってしまいます。
しかし羽衣を隠されたトヨウケヒメ一人だけ人間界にとり残されしまいました。
老夫婦のいうままに、トヨウケヒメは、老夫婦の娘となり10年暮らしました。
トヨウケヒメは酒造りが上手く、一杯飲めば万病に効く酒を造り、機織りもできて、家はたちまち裕福になりました。
しかし、お金持ちになった老夫婦は傲慢になりトヨウケヒメを追い出してしまいました。
トヨウケヒメは悲しみ、彷徨った末に、船木「フナキ」(現丹後市弥栄町船木)の里に辿り着きます。
そこでトヨウケヒメは清水戸（せいすいど）を見つけます。
トヨウケヒメは「私の心をここで慰めよう」と言い綺麗な水で稲を育て田を作りました。
この地の人々は、その地を「田庭タンニワ」と呼び、いつしか呼び名が変わり「丹波タンバ」となりました。
こうしてトヨウケヒメは丹波の国の女神様となりました。
ある時、アマテラスが妹のツクヨミ（月夜見）に「自分一人では食事が安心してできない。丹波国の不思議な水の力を持った井戸にいる食物の神、トヨウケヒメを呼んできて欲しい」と言いました。
ツクヨミは早速、丹波の国へ向かいました。
神の国から来てくれたツクヨミを、もてなそうとトヨウケヒメは、食物を産みだす能力を使い、口からたくさんの食物を吐き出して、ツクヨミに振る舞おうとしました。
それを見ていた、ツクヨミは「汚いことをするな！」と怒りトヨウケヒメを切り殺しました。
殺してしまったので、仕方なくツクヨミは天の国に帰ります。
その話を聞いたアマテラスは、ツクヨミに激怒します。
もうツクヨミとは会わないと言い、ツクヨミを夜の国（黄泉ヨミの国）に追いやりました。
こうしてアマテラスとツクヨミは別れ、一緒にいることはできなくなってしまったのです。
これが理由で、太陽と月とは、時を別にして空に現れるようになりました。
それからしばらくして、アマテラスは孫の「ニニギ」に天孫降臨を命じます。
その時に、トヨウケヒメを復活させて、伊勢神宮の外宮に祀ることにし、トヨウケヒメの社を建立しました。
